Andean Community’s Ministry of Industry and Productivity has enacted Decision No. 833 on the Harmonization of Legislation on Cosmetic Products.

The Decision establishes harmonized requirements and procedures for cosmetic products to be marketed in the Andean sub-region. Cosmetic products must comply with the list of restricted ingredients cited in the following:

  • The lists and dispositions issued by the United States of America Food & Drug Administration
  • Listings of cosmetic ingredients from The Personal Care Products Council
  • Regulations on Cosmetic Products of the European Union
  • Cosmetics ingredients listings from Cosmetics Europe — The Personal Care Association

Cosmetic products are required to have Mandatory Sanitary Notification (NSO) discussed in Chapter III of this Decision. Chapter VI mandates the requirements for the labeling, warnings, instructions for use and elimination, as well as any other indication or information of the product.

The Decision will be enforced on November 26th, 2019.
