On November 14th, 2019, the Andean Community (Bolivia, Colombia, Ecuador and Peru) has announced the finalization of Technical Regulation for the Labeling of Apparel (Resolution No. 2109) and Technical Regulation on Footwear Labeling, Leather Goods, Travel and Similar Items (Resolution No. 2107).

1. Technical Regulation for the Labeling of Apparel (Resolution No. 2109)

The Regulation establishes the minimum information that must be included on the label of manufactured or imported clothing that is marketed within the Andean subregion. It also covers the conditions under which said information should be presented, with the purpose of preventing practices that may mislead consumers or users about the characteristics of the product.

The labels of the manufactured garments must include the composition of the materials that make up the product, the care and conservation instructions, the identification of the manufacturer or importer, the country of origin and the size or dimensions, as applicable.

The Technical Regulation will be effective in 18 months after its publication in the Official Gazette of the Cartagena Agreement.

2. Technical Regulation on Footwear Labeling, Leather Goods, Travel and Similar Items (Resolution No. 2107)

This Resolution establishes the minimum information that must be included in the label of footwear, leather goods, travel goods and the like manufactured and/or imported products that are marketed within the Andean sub region:

  • Predominant materials that make up the product,
  • Manufacturer or Importer Identification,
  • Size (only for footwear),
  • Country of origin.

The declaration of the list of labeling requirements and conditions of use of the said items distributed or manufactured within the Andean community are laid out in Chapter II of this Technical Regulation, while the procedure of assessing conformity is discussed in Chapter III.

This Technical Regulation will enter into force twelve (12) months from the date of its publication in the Official Gazette.
