Audits Global Certification Inspections SmartInsights™ Global Market Access Platform Supplier Quality Audits and Certifications TestingThe European Commission (EC) has published Commission Regulation (EU) 2018⁄1847 amending Annex V to Regulation (EC) No 1223⁄2009 of the European Parliament and of the Council on cosmetic products to add Biphenyl-2-ol (Common name: o‑Phenylphenol) as a preservative allowed in cosmetic products.
The amendment provides the following conditions for using biphenyl-2-ol as a preservative:

Rinse-off products | 0,2 % (as phenol) | Avoid contact with eyes |
Leave-on products | 0,15 % (as phenol) | Avoid contact with eyes |
This Regulation also bans cosmetic products containing Sodium 2‑biphenylate, Potassium 2‑biphenylate or 2‑aminoethan-1-ol; 2‑phenylphenol as preservatives beginning on June 17, 2019.
This Regulation will be enforced on December 17, 2018 while Article 1 shall apply from June 17, 2019.
