The European Commission (EC) has drafted Commission Regulation Amending Annex II to Regulation (EC) No 12232009 of the European Parliament and of the Council on Cosmetic Product to prohibit the use of the substance 2-Chloro-p-Phenylenediamine, its sulphate and dihydrochloride salts in cosmetic product.

This draft regulation prohibits the substance 2-Chloro-p-Phenylenediamine, its sulphate and dihydrochloride salts, in hair, eyebrow and eyelash dye products, by adding it to the list of prohibited substances in Annex II to Regulation (EC) No 12232009.

This draft is open for public consultation until September 24, 2018.

  • Proposed date of entry into force: 220 days following publication in the Official Journal of the EU
