The European Chemicals Agency (ECHA) has recommended the restriction of the use of flame retardants TCEP, TCPP, and TDCP in flexible polyurethane (PUR) foams in childcare articles and residential upholstered furniture after releasing a screening report on these substances.

The Report specifies that on the basis of Article 69(2) of the REACH Regulation, tris(2-chloroethyl) phosphate (TCEP), tris(2-chloro-1-methylethyl) phosphate (TCPP) and tris[2-chloro-1-(chloromethyl)ethyl] phosphate (TDCP) have carcinogenic properties, that pose risk to human health and the environment.

With this basis, ECHA recommends an Annex XV restriction dossier be prepared.

The Report was released on April 5, 2018.
