The Ministry of Employment and the Economy of Finland has published two (2) decrees adopting new chemical limits for toy safety.

The decrees are:

  • Decree No. 8312018 Government Decree Amending the Appendix 1 to the Government Decree on the Safety of Toys
    Appendix 1 provides the specific limit values for chemicals used in toys intended for children under 36 months.
    • BPA: 0.04 mg / l (migration limit) according to with the methods in EN 71–10: 2005 and EN 71–11: 20051
    • Phenol:
      • 5 mg / l (Migration Limit) in Polymer material according to the methods in EN 71–10: 2005 and EN 71–11: 2005.
      • 10 mg / kg (MRL) as preservative in accordance with the methods as prescribed in EN 71–10: 2005 and EN 71–11: 20052.

This Decree was enforced on November 4, 2018.

  • Decree No. 8302018 Government Decree Amending paragraph 8 and 11 of Appendix 3 of the Government Decree on the Safety of Toys
    Appendix 3 provides the list of chemical migration limits for the following:
    • Chromium (IV)
      • Toys made of dry, brittle, powder-like or pliable toy materials: 0.02 ppm
      • Liquid or sticky toy materials: 0.005 ppm
      • Scrapped-off toy materials: 0.053 ppm
    • Lead
      • Toys made of dry, brittle, powder-like or pliable toy materials: 2.0 ppm
      • Liquid or sticky toy materials: 0.5 ppm
      • Scrapped-off toy materials: 23 ppm

This Decree was enforced on October 28, 2018 while paragraph 8 (Chromium IV) shall enter into force on November 18, 2019.
