On February 11th, the Philippines Department of Transportation (DOTr) has approved the Implementing Rules and Regulations (IRR) of Republic Act (RA) 11229 or Child Safety in Motor Vehicles Act signed in February 2019. The Law requires motor vehicle owners to use Child Restraint Systems (CRS) when traveling with children.
The IRR sets United Nations Regulation No. 44 and United Nations Regulations No. 129 as product safety standards for CRS. All manufacturers, importers, distributors and sellers of CRS are required to secure from the Department of Trade and Industry (DTI) as PS Mark License or ICC Certificate prior to the marketing, sake and distribution of CRS.
The IRR will take effect on February 2021.
