The Ministry of Industry and Trade of Vietnam has issued Circular No. 07/2018 / TT-BCT amending Circular 21/2017 / TT-BCT to postpone its enforcement from January 5th, 2018 to January 1st, 2019.

This new circular requires that textile products must not exceed the specified limits for formaldehyde and aromatic amines converted from azo colorants. These products must be evaluated by using one of the following test methods:

  • Formaldehyde
    • TCVN 7421–1:2013
    • ISO 14184–1:2011
  • Aromatic amines
    • ISO 24362–1:2014 and ISO 24362–3:2014
    • EN 14362–1:2012 and EN 14362–3:2012

Textile products that complies with the technical regulation must provide a certificate of conformity either by self-declaration or by a designated/accredited certification body and laboratory. Furthermore, it must bear a Conformity of Regulation mark (CR mark).
